The mastermind of his scientific work, Academician of the Ukrainian Academy of Sciences (UAS), director of the Institute of Information Technology wave ONE, scientific director of the international scientific and medical center information-wave therapy (ICT) "Biopolis" said Nicholas Kolbun famous Ukrainian scientist VI Vernadsky, the founder of the doctrine of the Earth's biosphere. Vernadsky was convinced that all life on Earth receives from the environment countless electromagnetic radiation, from which are visible to us - the light, make up only a tiny portion. The greater part of the electromagnetic spectrum of different wavelengths is imperceptible to human senses. In this life on Earth would be impossible without the electromagnetic radiation from the sun. All living things, including man, owes its origin and support of life processes just electromagnetic radiation of the star.

In today's world, not only the natural radiation, there are a large number of anthropogenic (caused by human activity) sources of electromagnetic fields (EMF). Significant contribution to the electromagnetic background of the Earth makes transmission devices (radar, radio, satellite and microwave links), a variety of technological and household equipment, etc. From these sources of electromagnetic radiation caused by man's productive activity, associated electromagnetic pollution.

Electromagnetic radiation of human origin occupy a large segment of the frequency and should be considered when examining the impact of EM fields on living objects. Feature of the EM fields as physical factors influence the external environment (exogenous fields) on the body is that they are characterized by the so-called biotropic parameters. For the first time all, it is the frequency (wavelength) and intensity (energy or radiation dose) and others. Changing any of these parameters with a constant of others can significantly change the response of biological systems. Thus, all life on earth is under the constant influence of the electromagnetic waves of space and man-made.

Living objects also emit electromagnetic waves. Established that cells, tissues and organs are structures with precise electrical characteristics. The motion of electric charges in the human body is connected with all the metabolic processes that take place in it. A huge number of biochemical reactions in the body is accompanied by a variety of frequency characteristics of its own electromagnetic radiation. Violations that occur in these processes as a result of some harmful factors, are mapping the spectrum of EM waves around the human body, or, in other words, the spectrum of electromagnetic waves by endogenous (internal) energy of the body. On this basis, we can allow the possibility in principle of the human organism by external EM waves so as to compensate for distortion in the electromagnetic spectrum of endogenous light body, in other words, resume broken electromagnetic homeostasis of the body.

Based on these assumptions, Nicholas Kolbun created his own method of information-wave therapy. For practical implementation of the method of IV therapy, scientists have developed devices "OEM Threshold" and "Matrix-ICT." "ICT-threshold" has been registered and is recommended for the manufacture and introduction into medical practice the Ministries of Health of Ukraine, Belarus and Russia.

For the prevention and treatment of various diseases in ICT technology finds the interaction between the parameters of radiation and functional state of man. In this renewal electromagnetic homeostasis (EMG) is performed by the human body, and its automated information retrieval activities to optimize the choice of parameters of electromagnetic signals from the external environment, including man-made ICT technology. With the device "OEM Threshold" and "Matrix-ICT 'body offers a specially organized set of EM radiation in a wide range of frequencies, which are adequate to its own electromagnetic radiation of cells, organs and body systems. Information-wave therapy device and "ICT-Threshold" have been tested in clinical bases of the Ukrainian State Medical University named after Academician AA Bogomolets.
